MAJOR DUTIES:
Top
Develops Motorized Personal Watercraft (MPWC) permitting policy;
addresses MPWC exclusion zone enforcement needs; evaluates permit
requests, drafts permits, permit denials, consultation records and
National Environmental Protection Act (NEPA) documents; enters
permit information into the national database; works with permittee
and enforcement on permit non-compliance issues; reviews NEPA
documents from other agencies for activities that may affect
sanctuary resources; drafts and/or reviews policy documents and
participates on policy development teams related to issues raised
through the permitting process; coordinates the sanctuary effort in
spill prevention and response, including tracking upcoming state and
federal regulations and coordinating the sanctuary response;
develops a Basic Operating Agreement for grounded vessel removal;
coordinates site Natural Resource Damage assessment (NRDA)
activities including development of a NRDA workplan; builds
partnerships with response, assessment, and resource trustee
agencies; coordinates an Ecological Risk assessment for the GFNMS;
attends and contributes to program coordinators and monthly staff
meetings; plans, manages and tracks assigned AOP programs, including
planning, budget tracking and timely completion of deliverables

QUALIFICATIONS REQUIRED:
One year (52 weeks) of specialized experience equivalent to at least
the GS-9 grade level or ZA-2 pay band in the federal service.

OR

3 years of progressively higher level graduate education leading to
a Ph.D. degree

OR

Ph.D. or equivalent doctoral degree

Specialized experience is demonstrated experience with marine
ecosystem protection; knowledge of marine protected area regulations
and policies; knowledge of marine protected area permitting
guidelines; experience with spill prevention and emergency response.
